We've had issues with radio buttons in the past, so I wanted to be sure, but.I didn't have any trouble saving and filling two different logins there: one to select 'new' and another to fill as 'returning user'. You didn't mention which version of 1Password or the extension you're using, so I couldn't try to exactly replicate your setup.
